How the district is established
Section 140-18 says the Town Board may, after Planning Board review, public notice, and a hearing, approve a parcel for light industrial use and establish a special Light Industrial District on land in an A, R-1, or B-2 District. The minimum site is 12 acres in an A District, eight acres in an R-1 District, and two acres in a B-2 District.[2]
The code calls this an overlay that superimposes the Light Industrial regulations on the underlying district. Section 140-18G sets out the application procedure and says an approval is revoked if construction does not begin within one year.[2] Ask the Town how these provisions apply to a parcel that is already mapped I-1.
Permitted and special permit uses
The use schedule in § 140-8B uses three codes. P is a use permitted by right. O is a use permitted subject to additional standards, pursuant to § 140-52 (site plan review), by the Planning Board. S is a special permit use that needs special permit approval from the Planning Board in each case.[3] Selected entries from the I-1 column:[3]

Section 140-18 prohibits residential uses in the district (with exceptions for caretakers' dwellings and residential uses that existed before the district was established), all prohibited industrial uses listed in § 140-9, and any use, even a permitted one, that is or becomes a nuisance.[2] The § 140-9 list covers uses the code considers noxious or offensive, such as asphalt manufacture or refining, junkyards, petroleum refining, and natural gas and oil extraction.[3]
Performance and site standards
Section 140-18D sets standards every Light Industrial use must meet. Among them:[2]
- no excessive smoke, fumes, dust, or odor beyond the lot, and no noise, glare, or vibration perceptible beyond it;
- materials and supplies stored on the rear half of the property, screened from the street, and no loading docks on any street frontage;
- landscaping, plus a visual screen at least six feet high along property lines next to a residential or business district;
- a landscaped buffer strip at least 100 feet wide along adjoining residential zones, and no industrial building or use, including required parking, within 100 feet of any residence;
- proper and adequate water supply, sewerage and waste disposal, utilities, and street access; and
- no access drive within 300 feet of a school, public library, theater, church, park, playground, fire station, or other public gathering place on the same side of the street, unless a street at least 50 feet wide lies between them.
Parking and loading follow § 140-34, and signs follow Article XIII. The Planning Board may also prescribe additional conditions when it reviews a development.[2]
Lot size, yards, coverage, and height
Section 140-18E points to the Density Control Schedule for I-1 area and bulk requirements.[2][4] The schedule lists these I-1 figures:[5]

The Ulster County Parcel Viewer's Municipal Zoning layer shows the parcel at 91 S Putt Corners Rd in the Town of New Paltz as I-1, Light Industrial.[6] The county describes that layer as derived from paper maps the towns submitted in 2004, with town updates applied as they are submitted, so confirm the current zoning with the Town.[6]
